An update: after visiting 2 websites with no observable problems for about 1 hr, problem observed: no http, no numerical ping to local-net gateway 192.168.86.1 or anywhere else, BUT established (encrypted) SSH connection continued to work for > 20 minutes (when I rebooted).

I was told by support staff at a site that didn't like my PaleMoon that MS had a 32-bit-for-Linux Edge. I presume your "portable64" build will not work on 32-bit Xenialpup7.5, but I don't see 32bit at microsoft either. Know where to get something that will run on Xenialpup?

The download worked fine. And when it didn't (due to incorrect arguments) it would say it had a problem, like "scp: .: not a regular file cp: cannot stat '/big....".
If ">" is the console-stream, what is the end-of-file character to use?
