Intel, and what is wpcufreq supposed to do? If it is supposed to set the governor, it clearly isn't being changed to set 'powersave'.

It would be best to look it up at Intel's site, with your CPU model or integrated graphic device name. For example, the GM45 Chipset on my Toshiba Satellite is stated by Intel to only support up to OpenGL 2.1. Modern puppies, such as BionicPup64 already come with the drivers needed for OpenGL 3+.

The primary issue here is trying to run OBS on an outdated platform. The latest OBS requires OpenGL 3.3 or higher. Software rendering, or changing the version string to mimic a supported version might work initially, but it might produce unexpected results.

If you wish to remove the storage icon, it is called freememapplet in Boot Manager > Startup Apps
You can either move them to disabled apps section, or entirely delete them altogether.

Yes. Although restarting the graphical server might be enough for a change to be noticed, as upon unloading, the files in it will simply cease to exist.

Can you show a tree diagram of how your system is laid out (filesystem only)
Including any base .sfs files located on other partitions/devices.
And you don't have a savefile/savefolder? (Savefiles are typically .2fs, .3fs, or .4fs)

Ah, the reason as to why I have cpan is because the devx was loaded in. You can download it via Puppy Quickpet in Setup category. Select the 'Useful' tab.

You can merely search up the package name, in this case its named 'python3'.
If it doesn't exist however, you can build it yourself with the relevant devx sfs.
Just download, untar, possibly run ./configure, and then make && make install.

Does an ext4 need defragmentation? I'm not an expert but under the strong impression Linux files systems don't need defragmentation. Generally this applies, but if you fill the disk space past a point then it starts to fragment due to there not being space to grow into. So just don't stuff it full.

Therer are great suggestions above, but if you really, really wish to keep using tahrpup despite that most applications are rather old, you will have to compile, compile.. and compile... and thats not even needing to upgrade a bunch of dev tools! (Which you'll have to do if you haven't)

Why would you want to use puppy on a smartphone?.. My experience with a touchscreen on a puppy was rather not great. You're probably better off using open source alternatives to android such as crdroid, lineageOS, etc.
