I have no idea on win7 iso, BUT one can put win10 or win11 iso on Ventoy usb and boot from that to install windows. It will error unless the Ventoy storage partition is fat32. Clover iso will only boot from legacy and then its just blank, shows no drives and it should at least show the eMMC even if its barely functional. Refind of course wont work booted legacy. Try watching a youtube video and that will quickly tell you difference. Course 2GB RAM is just not practical for any current version windows.
