It is probably .tcz and not .tzc.
Uextract supports extracting almost anything, included .tcz files.

In the "Puppy Setup" application you could set your main language. You can do it also on the "Quick setup" that runs the first time you run a fresh install of Puppy. Could pkg from @sc0ttman help you out?
It is command line and 'integrated' with PPM.
It comes with Fossapup and with builds from @josejp2424 and maybe some others.
You could probably install it on other Puppys if they are not too old.

2011 is not so old. I wonder what problem(s) you have or see. Besides the error with glxinfo. Maybe check whether radeon driver is chosen by LH. You can set the driver in xorgwizard. hello mikewalsh D'you happen to remember the exact name you found it under? 'Cos I can't find it in Fossa's PPM at all. "cool-retro-term_1.1.1" it is. If that's the only app you run in Fossa that needs Qt5, it wouldn't make any difference. But this is built around an older version than Fossa's PPM ...

Don't mean to spoil the fun ;-) but ...
on Fossapup I am using CRT for a while now and it just installed fine from the PPM.
A lot of qt5 stuff installed with it of course.

I think it is in ubuntu's repo since focal (FF).

It helped me to get MC working properly with 256color skins in urxvt.

Running as root.

I have had lots of issues on windows at the time.
But I cannot say whether running as a user there had something to do with it.
