You: Sounds to me like the service providers system went down.
If a call to who provides the service, does not tell you it was them having a system outage.

More info please. For example, do you/if you restart your PC does "X" load and the boot finish?
You wrote that this happened twice in the past month. You seem to be using your PC now.
Suggestions: Re-seat your RAM modules.
