I do have to make sure I plug it into a USB port that will provide full 5v power output and 500mA
It is for the small 3.5" size floppy discs, mine are 1.44MB, formatted fat 16.

You are assuming the floppy disk drive is working properly. Nothing wrong with the floppy disc.
The floppy disk. How old and how much has it been used?
How old is the drive?
Has it ever been cleaned inside drive bay?
Is it an internal drive mounted in the computer?

Are you talking about some program named disk space, that has an entry in the main menu, and there is no icon for the entry?
Are you talking about the drive icons on the desktop?
If yes.
Are no drive icons there or when you attach a drive no drive icon pops up?

/sbin/ links to /usr/sbin/ where the file is actually located.
Because /sbin/ is a directory symbolic link to /usr/sbin/

It is only one single file.
/sbin/ and /bin/ are symbolic links to /user/sbin/ and /usr/bin/
They are not directories with anything in them.
All the files are in the /usr/ locations.
What will make it look like double files is the file manager and any program ...

A Puppy Linux version, fully booted to a working desktop, and loaded into RAM, is using around 300 to 800 MB (depends on the version).
The programs you are going to run are what uses more RAM.

Save about $4500 and spend around $500 on a maybe i3 or i5 computer with at least 4 to 8 GB of memory.
Puppy Linux will fly on it for doing any normal stuff.
I just put Puppy on a laptop with an i3 CPU, 8GB memory ...

Your problem seems to be not understanding that Puppy works as a live install on a USB stick.
It uses a save file/folder to store any changes.
You make the save by doing the first shutdown.

1. Live install to a CD/DVD or a USB stick.
2. Frugal install to any type drive and a boot loader installed to boot it.
(frugal is the name it is called, is complete normal Puppy install)

That is not one of the installer programs that was recommended in that how to do it topic provided for you to read.
