I am confident that they don't serve any useful function in Puppy and that they can be deleted. They arise as part of a process designed to produce audible (sound) notifications when certain system events happen, but this is not implemented in Puppy at all. This involves libcanberra. I'm afraid vwebp is a small viewer only for webp files so will not open other formats. What you can do (as I have done on my system) is have all the other image formats set to open with "defaultimageviewer", but the left click MIME association in ROX is set to open .webp files with vwebp viewer ...

If you just want a viewer, this is vwebp which is a viewer utility which comes with the libwebp source.

For yt-dlp I just compile a later version of python3
I have 3.8.16 in my StretchPup at present and ran yt-dlp with it yesterday.
On BarryK's blog there is a post about continued development of youtube-dl which I believe still works with python2.7 so that may give an alternative option.

Sounds like the devx is not loaded properly. You need to place the downloaded devx.sfs in a suitable location and then load it with the SFS-Load program. You don't "install" it. This is one I compiled from source in S15Pup64 some time ago.
Doing this should mean that it is "install and go" with all libraries matched and linked, making it much smaller than the total size if using PPM as well.
